Bookmarks: A manual for combating hate speech online through human rights education

This educational resource is for use in both formal and non-formal education settings to help combat hate speech using human rights education. It is designed for young people aged 13-18, but can be adapted for other age groups.

The Toolkit includes:

  • Interactive educational activities, including everything from an exercise that simulates a trial in the European Court of Human Rights, through to a “how to” guide to running an anti-hate speech campaign, and use of the “problem tree” to understand the root causes of hate speech
  • Discussion questions for use with young people to explore and understand what online hate crime is, and an explanation of the “No Hate Speech Movement” – a Council of Europe Youth Campaign
  • Handouts and other materials that can be photocopied and distributed to students
